Unzip the downloaded file somewhere on TFS.

Create a folder named SSGS under "Program Files" on system drive. Copy the unzipped contents to SSGS folder.

Open IIS Admin Console. Create a Application Pool named 'TicketManager' that runs .NET framework 4.x. Give the identity of TFS Administrator to this Application Pool and change setting to allow it to run 32 bit applications. Create a web application named 'TicketManager' that maps to the SSGS\TicketManager folder and assign port 9090 to it. Assign the TicketManager app pool to it. It has a virtual directory named 'TicketM'. If not automatically converted select that and convert it to Application.

Copy the CustomEventHandler.dll from SSGS\TicketManager folder to \Program Files\Microsoft Team Foundation Server 11.0\Application Tier\Web Services\bin\Plugins or C:\Program Files\Microsoft Team Foundation Server 12.0\Application Tier\Web Services\bin\Plugins as applicable.

Open command prompt. CD to Windows\Microsoft.NET\Framework64\v4.0.30319 or any other folder that contains .NET framework assemblies. Run the command InstallUtil.exe "C:\Program Files\SSGS\TicketManager\TicketM\Configuration\TicketProcessingService.exe". Open the "Services.msc" to ensure that TicketProcessingService is installed. If it is not started click the start button for that service. Change identity of the service to TFS Administrator account.

Installation of TicketM is complete.
